Chivy had a moment to wish that the people designing the railing had made it just a little taller before hitting the water made finding a way to the surface much more important. He paddled in place, the need to catch his breath after the unexpected dive delaying his realization that Sefton wasn't staying above the surface.
Another time he needed permission, another time Sefton wasn't in a state to give it. He watched carefully, telling himself not to panic and that he would reach in if Sefton stayed under for another three seconds. He swam closer, trying to balance being within reach and still not touching him. Reaching an arm out near Sefton wasn't breaking his word (yet), and there was still time for things to right themselves without Chivy interfering. "You've got five seconds, prickly," Chivy said firmly, not caring if Sefton might not hear him underwater.
