Isn't this Duo's job? I don't even have a tag! Can somebody explain something to me? How's it supposed to work that she wants me to get to know someone, but won't let me talk to them?

Because you're not. Working on it, I mean. You're... doing other stuff. Which is okay! Sometimes. But you can't... do both of them at the same time.
